Navigating Government Fee Reimbursement Schemes
One of the biggest advantages for engineering students in Andhra Pradesh and Telangana is the robust fee reimbursement infrastructure provided by the state governments. These schemes—Jagananna Vidya Deevena (JVD) in AP and TS ePASS in Telangana—ensure that financially weaker students can pursue professional degrees in top private colleges without financial burden.
To qualify for full or partial fee reimbursement, students must meet strict socio-economic guidelines:
Income Limit: The family's total annual income must be below ₹2.5 Lakhs (in AP) or ₹2 Lakhs for SC/ST and ₹1.5 Lakhs for BC/EBC (in TS in rural areas).Land Ownership: The family should not own more than 10 acres of dry land or 3 acres of wetland (or a combined total of 10 acres).Government Employment: No member of the family should be a government employee or pensioner (exceptions exist for sanitary workers).Vehicle Ownership: The family must not own a four-wheeler (tractors and commercial taxis are generally exempted under specific clauses).Property: No family member should own a large built-up property in municipal areas (limits vary by state).In Andhra Pradesh, the scheme has been overhauled.
Direct to Mother's Account: Unlike earlier where the government paid the college directly, the JVD scheme transfers the tuition fee directly into the bank account of the student's mother in four quarterly installments.Mother's Responsibility: The mother is then legally required to pay this amount to the college within a week of receiving it.Full Fee vs Partial: Under JVD, if a student is eligible, the *entire* tuition fee (even if it is ₹1 Lakh+) is reimbursed, provided they secured the seat through Convener Quota (Counseling). Management Quota seats are NOT eligible.In Telangana, the system operates slightly differently based on rank and category.
Full Fee Reimbursement: SC/ST students, and students who secure an EAPCET rank below 10,000, are eligible for 100% fee reimbursement regardless of the college's fee structure.Partial Fee Reimbursement: For BC/EBC students with ranks above 10,000, the government caps the reimbursement at a maximum of ₹35,000. If the college fee is ₹1,00,000, the student must pay the remaining ₹65,000 out of pocket.Both states strictly enforce biometric attendance linked to the Aadhar database. A student must maintain a minimum of 75% aggregate biometric attendance every semester. Failure to meet this threshold will result in the automatic cancellation of the fee reimbursement for that term, forcing the student to pay the fee themselves.
